<p>I was very disappointed to read of the Scottish Prison Service&#8217;s decision not to release information relating to Noranside Open Prions under the Freedom of Information Act, on the pretext that, &#8220;it would not be in the public interest&#8221;.</p>
<p>It is extremely unfair on the staff at the prison for them to be treated in this way. Staff deserve some certainty and clarity from the SNP government about the future of their jobs. They also deserve to know how the decisions around the prison have been reached.</p>
<p>Not only do they have a right to know how the SNP government came to its decision to close the hugely successful prison, but also why they were assured last year that there were no closure plans, and why the decision has now been delayed until after the election.</p>
<p>The SPS must honour its obligations under the Freedom of Information Act and release details of any documents relating to the decision to close Noranside.</p>

<p>Liberal Democrat Candidate Sanjay Samani for Angus North and Mearns has revealed that 102,500 in Aberdeenshire and 53,200 people in Angus will pay reduced income tax from April this year, thanks to the Liberal Democrat-led increase in the personal tax allowance.</p>
<p>In addition, over 2,500 people in Aberdeenshire and 1,560 people in the Angus will not pay <strong>ANY</strong> income tax.</p>
<p>Liberal Democrats in the UK Government will be increasing the personal tax allowance to £10,000, meaning no-one will pay any tax on the first £10,000 they earn.  The allowance will rise by £1,000 this April, with a further £600 rise next April, as just announced in the UK budget.</p>
<p>Commenting, Sanjay Samani, said:</p>
<blockquote>
<p>&#8220;Thanks to the Liberal Democrats, over 4,000 people across Angus, Mearns and Aberdeenshire will not pay any income tax and more than 155,000 people will pay much less than they did before.&#8221;</p>
<p>“Liberal Democrats promised at last year’s General Election to increase the personal allowance.  I am proud that my colleagues in Westminster are delivering on that promise.&#8221;</p>
<p>“Labour put an incredible income tax burden on the poorest in society.  It is not fair that people on the lowest incomes paid so much of their income in tax. &#8220;</p>
</blockquote>
<p>Montrose councillor  David May added,</p>
<blockquote>
<p>“Liberal Democrats have put money into the pockets of Montrose families.&#8221;</p>
<p>“In just 11 months, 54,760 people in Angus have benefited from Liberal Democrats in Government.  This figure will now increase as the tax system gets fairer under Liberal Democrats.”</p>

<p>Stonehaven councillor Peter Bellarby added,</p>
<blockquote>
<p>“Liberal Democrats are delivering on their promise to help residents in Stonehaven, Laurencekirk and Mearns.&#8221;</p>
<p>“Over 105,000 people in Aberdeenshire will gain from April thanks to Liberal Democrats in Government.  The number who will benefit will rise again next year with the further increase in the allowance and more, year on year through the lifetime of the Coalition Government.”</p>

<p>Over the last few weeks, I have been disappointed to hear fellow Liberal Democrats repeat the accusations of our opposition, and in particular certain portions of the national media who have been desperately trying to portray Lib Dems in a negative light.  There is a continuing misconception that the Liberal Democrats sacrificed too much to the Conservatives during coalition negotiations. Here&#8217;s the real story of what we have achieved in Government.</p>
<p>This document is already 3 months old, so the list has grown since then, but it is a good starting point.</p>

<p>After the first TV debate during the General Election campaign, our opponents recognised that Nick Clegg was our strongest asset.  Since the morning of the second debate, there has been a sustained attack on him personally and on the reputation of the party as a whole.  Even Ed Milliband has resorted to personal attacks on Nick Clegg.  It is disgraceful, gutter politics.  Unfortunately, if you throw enough mud, it will eventually stick.</p>
<p>Nick Clegg is the antithesis of Teflon Tony Blair.  His record, as demonstrated above, is one to be proud of.  I for one, do not think I could cope with excrement posted through my door, my effigy being burnt, being called a traitor and receiving death threats and still come out fighting the way that Nick Clegg did at the Sheffield Lib Dem Conference.</p>
<p>I cannot agree with those in the party that take the attitude that they are in politics to fight Conservatism as a result of Thatcher&#8217;s legacy.  Saying that we would only go into a coalition with a discredited, illiberal, economically incompetent Labour Party would doom our party into subservience.</p>
<p>I came into politics and joined the Lib dems to make a difference on issue that I cared about, whether it was the environment, children&#8217;s welfare or civil liberties.  I believe in the values of the party, that local people know best about their area, that solutions should last and that everyone deserves a fair chance.</p>
<p>Those values, issues and policies are now being successfully implemented in Government, and it is a record that we should all be proud of.</p>

<p>in a <a href="http://www.brechinadvertiser.co.uk/news/local-headlines/spectacular_own_goal_by_local_candidate_1_1465657">recent article in the Brechin Advertiser</a> about Kevin Hutchens writing to the disbanded City of Brechin and District Community Council, I was reported as being &#8220;unavailable&#8221; for comment.  I should have stated clearly to Brechin Advertiser reporter Steve Mitchell that even had I not been away on a family break, I would have chosen not to comment in any case.</p>
<p>Whilst Mr Hutchens should really have known about the very disappointing demise of the Community Council, I would not take the opportunity, as my SNP and Conservative opponents, Nigel Don MSP and Alex Johnstone MSP, have done, to stick the knife in to a fellow candidate.</p>
<p>That is because I believe that the Scottish Elections should be about local issues and policy, not about personal attacks.  There are far more pressing concerns for people in Brechin, not least of all the lack of a Community Council.</p>
<p>The town is still reeling from the loss of the Town Centre Regeneration Funding promised by the SNP Government, just as the town had lost its voice through the Community Council. Also, Brechiners will still want to know whether the Scottish Government will help to prevent further flood damage in the town.</p>
<p>I will be focussing, in my campaign, on local issues, not on taking cheap shots at my opponents.</p>

<p>Local Lib Dems have backed a petition to save Noranside Open Prison to be submitted to the Scottish Justice Secretary.</p>
<p>Cllr David May commented:</p>
<blockquote>
<p>&#8220;The SNP Minister&#8217;s decision to close Noranside will hugely affect the staff and their families from across all of Angus.&#8221;</p>
<p>&#8220;Whilst they have been offered choices to transfer to other prisons, prison officers may simply not be able to afford the extra travel or disruption to their family life.  Some may even be forced to move home, out of Angus.&#8221;</p>
<p>&#8220;The decision may also limit their career prospects as more prison officers compete for fewer senior positions.  The impact of this poorly thought through decision will be long lasting.&#8221;</p>
</blockquote>
<p>Angus and Mearns campaigner, Sanjay Samani, added his support for the petition, saying:</p>
<blockquote>
<p>&#8220;It is welcome that Nigel Don MSP and John Swinney MSP, have backed Lib Dem Justice Spokesman, Robert Browne MSP in his criticism of Kenny MacAskill&#8217;s decision.&#8221;</p>
<p>&#8220;However, it is entirely within Mr Swinney&#8217;s power as Finance Secretary to provide the funding to save Noranside.  So the question has to be asked why he has not done so.&#8221;</p>
<p>&#8220;It is vital that Noranside Open Prison, and its staff continue their excellent work, rehabilitating criminals, giving them real prospects and minimising reoffending in the area.&#8221;</p>
</blockquote>
<p>Cllr May also raised concerns about a bonus culture within the prison service, wasting funds that could be better used to keep Noranside open.</p>
<blockquote>
<p>&#8220;Reports suggest that overcrowding payments, totalling millions, are encouraging prisons to hold on to prisoners that should be released to open prisons like Noranside.&#8221;</p>
<p>&#8220;There are questions that need to be asked about bonus payments to top officers.&#8221;</p>
<p>&#8220;In addition, there are plans to pay huge sums to repair Castle Huntly&#8217;s roof.  How can that make economic sense, whilst closing Noranside.&#8221;</p>

<p><span style="font-family: arial, helvetica, sans-serif;">The Scottish Government&#8217;s decision not to release the remaining Town Centre Regeneration Funds for Brechin is a disappointing decision</span></p>

<p><span style="font-family: arial, helvetica, sans-serif;">The SNP Government has really let down people in Brechin again.  By denying them access to over £900,000 of funding, it will be a bitter blow for attempts to give Brechin&#8217;s town centre a much needed boost.</span></p>
<p><span style="font-family: arial, helvetica, sans-serif;"> </span></p>
<p><span style="font-family: arial, helvetica, sans-serif;">Given that the money was already budgeted, the SNP must explain where the money has gone and where they have spent it instead of Brechin.</span></p>
<p><span style="font-family: arial, helvetica, sans-serif;"> </span></p>
<p><span style="font-family: arial, helvetica, sans-serif;">The whole Town Centre Regeneration Fund has been handicapped by the SNP from the start.  A sensible proposal for investment in town centres across Scotland by Conservative MSPs, has been hobbled by a poor implementation by the Scottish Government.</span></p>
<p><span style="font-family: arial, helvetica, sans-serif;"> </span></p>
<p><span style="font-family: arial, helvetica, sans-serif;">With short deadlines, poor communications and no committment to make the funds available when needed, the government has made the process as difficult as possible and clearly begrudged creating the fund in the first place.  It is yet another case of the SNP&#8217;s &#8216;</span><span style="font-family: arial, helvetica, sans-serif;">Not Invented Here, We Know Best&#8217; attitude.</span></p>
<p><span style="font-family: arial, helvetica, sans-serif;"> </span></p>
<p><span style="font-family: arial, helvetica, sans-serif;">The Town Centre Regeneration Fund is precisely the sort of investment that towns like Brechin desperately need during difficult economic times.</span></p>

<p><span style="font-family: arial, helvetica, sans-serif;">It is little surprise then, that people in Brechin will see this as just another broken SNP promise.</span></p>

<p>﻿Responding to the suggestion by Arbroath Cllr David Fairweather that Community Councils be disbanded, Liberal Democrat campaigners for Angus, added their support for the great work done by Community Councils.</p>
<p>Sanjay Samani, campaigner for Angus and Mearns, said:</p>
<blockquote>
<p>&#8220;As secretary of Alyth Community Council, I am fully aware of the crucial role they play in local communities.&#8221;</p>
<p>&#8220;In particular, Community Councillors do a huge amount of work on a purely voluntary basis.  They organise a tremendous amount of events, discussions and fund raising for local people.  In Alyth, sub groups set up by the Community Council are responsible for the Christmas Lights, the Gala and parade, youth activities, management of the Town Hall and a community consultation on long term plans for the town.  These are just some of the things that Community Councils are responsible for, all across Angus.&#8221;</p>
<p>&#8220;All this unpaid work done on a voluntary basis would have to be taken up by the Council at considerably more expense than the nominal savings Cllr Fairweather&#8217;s suggestion would make.&#8221;</p>
</blockquote>
<p>Montrose Councillor David May said:</p>
<blockquote>
<p>&#8220;I visit three Community Councils on a regular basis.  They represent the cross section of opinions to their local councillors and act as a key liaison with Council officials, local police, schools, residents associations and healthcare providers.  They are a weather vane for residents&#8217; opinions on key planning applications and on long term planning for their areas.&#8221;</p>
<p>&#8220;Without the voluntary work done by them, Council officials would have their work cut out to make sure that their decisions are democratic and represent the views of everyday people.&#8221;</p>
</blockquote>
<p>Kirriemuir Councillor Alison Andrews commented:</p>
<blockquote>
<p>&#8220;Having attended my local Community Councils, disbanding them would be a huge loss to communities.  They would lose the strong voice they have with local service providers, with Angus Councillors and Angus Council as a whole.&#8221;</p>
<p>&#8220;It is really important that residents are able to raise local issues without involving any party politics and it is vital that communities continue to have their say.&#8221;</p>

<p>A <a title="Criminalising Mephedrone - What Might Happen" href="http://splithorizons.blogspot.com/2010/03/criminalising-mephedrone-what-might.html">blog post by Duncan Stott at Split Horizons</a> is garnering some interest today.  It suggests that there may be some unwanted consequences of criminalising mephedrone, or as it is more commonly known here in Angus, bubbles.</p>
<p>Duncan suggests that:</p>
<blockquote><p>Mephedrone users will continue to use mephedrone. They like the feeling that the drug provides, and will continue to seek (and may be addicted) to the high it provides. Instead of suppliers who were complying with the law, mephedrone will now be provided to them by criminal gangs, who will command an inflated, untaxed premium for the drug. Some addicts will turn to crime to fund their habit. The strength and purity of mephedrone will greatly vary, to the detriment of the health of users. Rivalry between the drug gangs will bring violence and weapons to inner-city streets.</p></blockquote>
<p>Duncan is wrong on several counts.  Speaking to Fiona Walsh of the Volunteer Centre Angus, I discovered that mephedrone is cheaper than booze.  If mephedrone develops quality issues and becomes more expensive, kids will switch back to drinking alcohol.  Secondly, addicts turn to crime when they cannot afford their drug of choice.  Given how cheap mephedrone is, this is unlikely.  He is also wrong to assume that the legal suppliers of mephedrone are not just a front for the criminal gangs supplying illegal drugs.</p>
<blockquote><p>Mephedrone users will switch to more familiar highs, such as cocaine or ecstasy, that mephedrone attempted to emulate. They will be supplied by criminal gangs, with all the above problems.</p></blockquote>
<p>Again, it is more likely that users will switch to alcohol or other cheap drugs such as cannabis, rather than more expensive, harder to come by drugs.  Also, it might surprise Duncan, but being illegal does actually sometimes work as a deterrent for young people, who do not want to fall foul of the law.</p>
<blockquote><p>Previously legitimate businesses that supplied mephedrone will be forced to close, with subsequent job losses. This is at odds with Gordon Brown&#8217;s statement that &#8220;every redundancy is a personal tragedy. Every lost job is an aspiration destroyed. Every business closure is someone’s dream in ruins.&#8221;</p></blockquote>
<p>I do not count companies selling mephedrone, that has been specifically developed as a legal high as &#8220;legitimate businesses&#8221;.  Duncan is being extremely naive if he thinks that the same criminal gangs that sell illegal drugs are not behind the legal ones that sell mephedrone.  I doubt that you will find mephedrone on sale at your local garden centre.</p>
<blockquote><p>Mephedrone users will switch to some of the many other legal highs on the market. Like mephedrone, the effects of these new drugs will not be known by science, and may be more dangerous than mephedrone, causing a new wave of deaths, and a new wave of calls for government action.</p></blockquote>
<p>Here Duncan may be right.  However leaving mephedrone legal will not stop new, more dangerous drugs being developed.</p>
<p>If we were to follow Duncan&#8217;s logic through for other narcotics and legalise them, we can look to our two legal drugs, alcohol and nicotine to see what the impacts on our society would be:</p>
<ul>
<li>Charity Turning Point claims that there are 1m children living with alcoholic parents.  We would condemn how many more kids to a such an upbringing?</li>
<li>Driving under the influence is a major issue across the country.  There is no equivalent to a breathalyser for most drugs.  How much would it cost to police Drug Driving? How many more police would be needed?  More importantly how many innocent people would be killed on our roads?</li>
<li>My father died of lung cancer.  Seeing the other lung cancer patients on the hospital wards really brought home to me the impact of smoking on families, children and the NHS.  Cannabis is primarily smoked, often mixed in with nicotine, in unfiltered joints. Legalising it will only increase the cost of treating lung cancer in this country</li>
<li>Lost business hours.  Already businesses lose time to workers who are addicted to alcohol or have smoking related illnesses.  How much of an impact will legalising drugs have on our businesses and our economy?</li>
</ul>
<p>Neither banning drugs, nor legalising them answers the fundamental question: why do people turn to drugs?  The answers are complicated and the solutions even more so.  I discussed this in more detail in <a href="http://sanjaysamani.com/blog/2010/02/tories-fail-to-understand-causes-of-underage-drinking-in-angus/">my previous blog which you can read by clicking here</a>.</p>
<p>What then is the solution?  Well as I wrote in the blog post above:</p>
<blockquote><p>Instead we must break the cycle of alcohol abuse and demonstrate to these children that there is a positive alternative.</p>
<p>We have to be serious about helping parents overcome their alcohol addiction, provide separate support for the children and then help to rebuild these families.</p>
<p>We need to get young people who have been drug and alcohol abusers themselves, to go and talk to children about their experiences. Just like the excellent Fiona Walsh is doing for the Volunteer Centre Angus, based in Arbroath.</p>
<p>And we must also ensure that children have places to go and things to do, that do not involve alcohol, like the Attic Project in Brechin or the CAFE project in Arbroath.</p></blockquote>
<p>The problems we need to solve are &#8220;social exclusion&#8221;, for lack of an equally succinct phrase, a cycle of abuse in families and a lack of positive alternatives and awareness of a different way of living for young people.  Criminalising drugs does not solve any of these problems.  But nor does legalising drugs, or leaving news one legal and instead will have a massive negative effect on our society.  The solutions to these problems are complex, difficult and will take a long time, perhaps generations.  There is, unfortunately, no easy, quick fix.</p>

<p>I am asking Forfar, Kirriemuir and Brechin residents to have their say on plans to change fire station provision in Angus.  Tayside Fire and Rescue Board are proposing to switch a whole time night shift at Balmossie Fire Station to a whole time day shift at Forfar Fire Station.  Currently there is no whole time provision in Forfar, Kirriemuir or Brechin.  Instead, the stations are retained, which means that firemen are on call, but not based full time at the station.</p>
<p>I visited Forfar fire station with local Community Councillor and activist, Avril Simpson.  As I understand it, the overnight crew at Balmossie fire station in Broughty Ferry were not called to a single house fire in the last 3 months of 2009, and were only called to two, relatively minor secondary fires between October and December.  The Fire Board are arguing that a retained service overnight at Balmossie would be sufficient to meet the needs of local residents, based on 6 years of operational incidents across Tayside.</p>
<p>The retained fire crews across Angus and the whole of Tayside provide an excellent service, securing the safety of local residents.</p>
<p>The Fire Board noted that the peak time for incidents were during the day.  They also stated that research indicates that prevention and early detection is the best way to save lives. They argue that a whole time day shift in Forfar would allow fire crews to carry out Home Fire Safety Visits, which the retained fire men are currently unable to do, due to their full time employment commitments.</p>
<p>Cllr Ken Lyall, Chair of the local Fire Board believes that this change will improve emergency response in Forfar, Kirriemuir and Brechin during the day, without impacting overnight cover in Broughty Ferry.  The Board also believes that by conducting Home Fire Safety Visits, Tayside Fire and Rescue Service will be able to save more lives.</p>
<p>It is crucial that local people have their say on whether they would like these changes to go ahead. <p>I visited Arbroath&#8217;s Signal Tower Museum on a cold, frosty morning. I was delighted to hear from Cllr David May, Convener of Infrastructure Services, that the museum secured £450,000 of investment in the recently passed Angus budget. </p>
<p>I thoroughly enjoyed my visit to the museum, the displays are fresh, informative and give a real feel for what life was like for ordinary folk living in Arbroath over the years.  Staff there indicated that there were a huge number of items the museum would dearly like to share with the people of Arbroath.  Therefore, it is wonderful news that the historic Signal Tower Museum has secured £450,000 for significant renovation from Angus Council.</p>
<p>David mentioned that the model of The Bell Rock Lighthouse, acquired by Angus Council, is included in the BBC’s History of the World in 100 Objects.  It is no wonder then, that Angus Council want to support Arbroath and put the town at centre stage for the Bell Rock Lighthouse Bicentenary celebrations.  </p>
<p>This significant investment in the Signal Tower is long overdue and I congratulate Angus Council in their vision in investing in Arbroath to help the community celebrate its rich engineering history.  It will benefit the whole of Angus, not only in the Year of the Light, but well into the future.</p>
<p>David had said “ This allocation of funding on Arbroath’s Signal Tower is not just for the 2011 international celebrations of ‘the Year of the Light’,  but in my view is very much part of our Council’s commitment to heritage tourism.  This is a fundamental part of our  wish to boost Arbroath. As tourism is one of Angus&#8217;s key economic drivers, this considerable investment in the Signal Tower is hugely welcome.  I am just disappointed that the SNP did not support us in celebrating Arbroath&#8217;s heritage.”</p>
